Reports show that the HRD Ministry has approved a proposal of not detaining school students who are underperforming but only until class 5.
According to the revised proposal, states would be allowed to decide whether to detain students from Class 6 onwards or not.
As per the current no-detention policy, until the eighth class, students are automatically promoted to the higher class every year. A senior from the HRD Ministry mentioned that if the new proposal comes into action, the policy of no-detention will be retained only till class 5. After that, the states can decide whether to hold the examinations for class 6, 7 and 8.
The Central Advisory Board of Education (CABE) had recommended last month that the no-detention clause in the Right to Education (RTE) Act should be amended. Later, the HRD Minister Prakash Javadekar clarified that the states will be allowed to develop their own detention policy.
To ensure that the students are given a fair chance, states will allow the students who weren't able to clear the examination, to take a re-test. The ministry is expected to introduce the policy starting 2022.
