Delhi University (DU) to Decentralise its Admission Process for SC/ST

Delhi University will be decentralizing its Scheduled Castes(SC) and Scheduled Tribes (ST) admission process for the upcoming academic year which is 2012. It is rather going to make each college responsible for allotment of seats to SC/ST students instead of one center at the university.

An Academic Council member, Sanjay Kumar said that earlier the whole process used to be very unfair for theses category students, and there was no question of choice regarding their course or college. Rather it was decided by the central cell in the university which randomly allotted students to whichever course or college it felt like. He also added that most often the SC/ST students were usually allotted a course he or she did not wanted to join and it gradually becomes quite predictable for them to fare badly and eventually they give up the course.

Each college, according to the new set up, will be required to set up a special center to deal with the allotments of seats for the SC/ST students. These centers will therefore be overseen by a central monitoring committee made up of the Executive Council and the Academic Council members.

The members from these two Councils had earlier recommended the decentralization to the Vice-Chancellor who had agreed in-principle to the idea, but a positive decision is yet to be taken.

Another Academic Council member added by saying that the VC had his complete support that great injustice had been done to the SC/ST candidates and that the decentralization was an attempt by the university to rectify their mistakes and these poor students had suffered greatly only because of the rigid structure of the university's admission process. He also said that help-lines, facilitation centers and other methods of keeping a check on the issue were still being chalked out.

The member further said that there is a provision that the unfilled SC/ST and OBC seats can be converted into general seats if they remain vacant. Again, several colleges were alleged to have been taking advantage of this by not allotting the reserved seats and then converting them into the general category.

There were also allegations of foul play by some colleges which said that there was no basis for the allotment of seats and that there could be some understanding between the central cell and the colleges.

The Varsity is expected to help other admission procedures like re-introducing the centralized application forms which were done away last year.
